New Year's Weather Hat

New Year's Weather Hat
Total Time Needed:
1 Hour

Celebrate First Night in a party hat that's sure to bring blue skies to the festivities.

Materials
  • 9-inch plate or bowl
  • 10 3/4-inch sturdy white paper plate
  • Ruler
  • Scissors
  • Markers or paints
  • Narrow ribbons
  • Glue
  • Cotton balls
  • Glitter

Instructions
  1. sing the plate or bowl as a guide, lightly draw a centered circle on the paper plate. Divide the circle, pie-style, into eight equal parts. Working from the center out, cut 3 inches along these cross lines but be sure not to cut the outer edge.

  2. Bend up the resulting triangles to form crown points for the sun-ray center of the hat. Color or paint these rays bright-yellow and make the rim sky-blue.

  3. For drizzling rain, punch eight holes around the rim of the hat, leaving the front of the hat clear. Slip ribbon streamers into the holes, by folding ribbon in half, then draw ribbon's ends through the loop that is formed.

  4. For clouds, glue cotton balls around the rim. Finish the hat by decorating it with glitter stars and colorful rainbow drawings.
